What are the "Decision making Flow Charts" and what do they represent? One thing they should not be mistaken for is a fixed systematic process for making a decision regarding a dynamic play situation.
The flow charts are simply a summary of all the factors, presented in a different and somewhat ordered format that a soccer official must evaluate before making a final decision. The ordered sequence is of no importance, just that all of the criteria must typically be considered for each and every given play situation.
The flow chart format presents in a compact and condensed form all of the criteria that is involved in making a decision during the course of active play. It also visually emphasizes the substantial amount of information that must typically be processed by an official in a relatively short period of time.
Depending upon the dynamics of a particular play, some factors may be recognized instantaneously, some factors may be systematically or automatically categorized, some factors may be second nature, and some factors may not be readily applicable. Therefore, some of this criteria seemingly does not come into play, but in reality all the criteria are inherently incorporated into the final decision making process.
